What is Covered California?
Is there a penalty if I don’t have Health Insurance?
It is true that this penalty was removed in 2019, but beginning in 2020, California residents must either:
- Have qualifying health insurance coverage, or
- Pay a penalty when filing a state tax return
The penalty will be $695 or more (2.5% of your annual income) when you file your 2020 state income tax return in 2021. The penalty for a dependent child is half of what it would be for an adult. A typical family of four that goes uninsured for the whole year would face a penalty of at least $2,000. The penalty will be applied by the California Franchise Tax Board when you file your state tax return.
What do I need to enroll?
Enrolling is really easy and fast, you only need to:
- Be a US citizen, resident or have a work permit
- Report taxes
- Call Ortiz Insurance
When can I sign up for health insurance?
Applications for Covered California health insurance plans are accepted each year during open enrollment (Oct 15-Jan 31). After this enrollment season, you can enroll in a plan only if you have a life event that qualifies you for a special-enrollment period.
When you apply for coverage through Covered California, your application is automatically checked to see if your family is eligible for financial help through Covered California or for free or low-cost Medi-Cal.

By the end of the year you have to check your current plan, this should be during the Open Enrollment period that starts in October, having as limit to report changes the 15th of December, to have effective January first your changes, in case you make any.

What will happen after I apply?
Once your application is completed you must process your first payment, wait for your ID cards and enjoy the benefits of your health insurance.

What is Medicare?
Medicare is health insurance for 65 years old people and older, certain people under 65 with disabilities, and people of any age with End-Stage Renal Disease (ESRD).

What happens if I turn 65 and don’t apply for my Medicare?
You can only enroll in Medicare at certain times, and the cost can go up the longer you wait to sign up. Getting Medicare late can mean lifetime premium penalties and delays in when your coverage can start.
When will I get my Medicare Card?
If you’re over 65 (or turning 65 in the next 3 months) and not already getting benefits from Social Security, you need to sign up to get Medicare Part A (Hospital Insurance) and Part B (Medical Insurance).
Deciding to enroll in Part B is an important decision. It depends on the type of coverage you have now, and whether you can sign up later (without a penalty).
